As much as some of that requires a certain amount of driver skill which is to be respected, the exact flavor of wrong time wrong place complete cluelessness regarding personal safety or the safety of others really defines their culture.

I've been in the middle east twice in the past year, its not uncommon to see 12 yr old kids driving semi trucks at night in the wrong lanes of traffic with no lights on. Trying to cross the street in Cairo is suicide.

I think the fact that they know the consequences, which are to bribe the local authorities with daddy's oil money when caught, clearly defines their culture as well.

In the area I work there is a huge amount of Middle-east/Indian people around, FAR more than the national average. My observation is that 98% of them don't give a fuck what their kids do, as long as they get good grades. The parents will leave their kids in the car while shopping at the mall, or just let them wander inside. I don't mean teens, I mean kids just old enough to talk, and sometimes younger.
