Now i know nobody would probably wanna do this but just for kicks.
if somebody ran cut outs (the right way) and had Hooked it to a turbo(s) under the car that would mean the turbos arent turning until the cut out is open right?
Meaning there not running boost until the flip of a switch.aka sleepur
Is this a No no? just fucking stupid? or maybe? a sleeper move???

Why would someone want to stop a turbo from doing what its made to do?

All I see is someone wasting time creating a post w/o ever reading how a turbo works, not a question, and certainly not a "good question MARK" as the thread title emplies.
A turbo "idles" at a couple tens of thousand RPM. Below a certain RPM, it's not flowing enough air, not creating boost. At a certain throttle possition, it will make enough restriction to not let boost into the intake manifold. At or near WOT, it spools up near 100,000 rpm, which is enough to flow air to create possitive pressure. The next part is the real kicker. I've never seen a cutout that could take the temps needed to be pre-turbo, and it will also restrict flow if it could. Yes, modified exhaust brakes/etc would work, but rediculously overpriced for such an idea.
The only application for this would be if you were street racing, and the only opportunity for the other guy to gauge your car was to race it - and he was both blind and deaf. Even a stock turbo Capri has telltale turbo sounds...
