Title: controller on dash

hey i was just watchin this vid from nyce1s on streetfire, seen an odd controller on the left side of the dash by the signal arm, around 6 min into the vid, just curious as to what it might, thought it might be some kind of external rpm controller, or boost controller, but dunno for sure.
