That's correct, with KOEO (Key On Engine Off).  When cranking/running you should see pulses on the blu/yel wire which you probably can't see with a normal meter.

90% likely you have a bad coil/ignitor, OR the distributor is miswired.  You can have the distributor wired wrong and it will usually spark on some level, whether popping during cranking or just not running well with or without CELs.

Ok so I am receiving power to the dizzy ... I'm running out to do an ohm test on the coil

Ok I'm getting .8 on the pos and neg terminals then from positive to the spring I get 17.25. From what I've read that's close to spec right?? Is there a test for the ICM??

Not with the tools you have on hjand, without possibly frying the coil.

YES got spark ended up being the yellow/black wire wasn't making a good connection in the connector. Now I gotta drain the oil (smells like gas) and put in some fresh fuel and see if I can get this bitch started

Fuck My Life... I drain oil to remove the pan to install my drainline and I find copperish shavings I'm guessing bearing shavings. So I'm gonna pull the caps tommorow to see what damage is done
