oh boy, that pad is fucky, apparently nobody has turned them in the last 200,000+ miles

Spin rotor, apply angle grinder with medium pressure. This gets the rotor spinning nice and fast. Keep pressure on until stuff gets evenly shiny. (In my case, also remove massive lip on rotor)
