I think they did it to maximize exhaust power/flow. Each cylinder basicly has its own volute - 4 divided turbines = 8 volutes. That way they can run a lot mroe overlap, spool faster, etc. Or its more for publicity - which is more likely. The octo-turbo car certainly was.
The WG tubes are small because they probably aren't planning on running below 20psi. There's also 4 of those small WG tubes, they add up.
