What does the bsfc mean, and what do the numbers underneath it represent?

It means how efficiently the engine uses fuel.

better?  not really, i wouldn't think of it like that.  lower bsfc means your engine uses less fuel than at places where the bsfc is higher

It's not uncommon for $$$ B-series turbo builds to make 0.38-0.40 bsfc, which is pretty astounding.  But you still get your ass handed to you by less efficient pushrod V8's with equivalent money invested.
