ITR head design for IT Integra

So I've been tuning an Integra for a track racer. His engine is making a reliable 188WHP on a Dynapak dyno. His torque drops off pretty hard after 7.5k. He's interested in trying a header that I'd build. I'm curious as to what you guys would recommend.

His new engine will be something close to this:
Stock ITR head
New (from Honda, and no, I'm not kidding) USDM ITR bottom end
ITR intake manifold and TB
Short tranny of some sort

Cams are to be determined. He can run cam gears. There is a lift limit of
.425" at the valve which makes most cam recommendations useless.

He is never out of VTEC on the track, so I'm thinking short, fat primaries, low merge angle collectors (or collector of 4-1) and a big, honkin megaphone to a 3" side exit exhaust with a couple of glass packs for mufflers.

Questions:
1. What size primaries (and secondaries) would you recommend?
2. I'm usually partial to tri-y headers but this might be a good case for a 4-1. What would you recommend?
3. I'm pushing him to talk to Rocket for cam development, but he's leary of the expense of cam development. I'm thinking that more duration and higher opening ramps is a good thing even with the lift limit. What is your opinion?

From speaking to Rocket he is really reasonable as fair as pricing goes, a few more $$$ then delta but cheaper then colt.

If all that is cared about is peak numbers then 4-1 might be your best bet.

I've spoken with Rocket, and that's one of the dudes I'd trust to grind a cam correctly.

Also, you are regurgitating interwebstrooth about 4-1 headers, which shows your lack of knowledge, so STFU and work on your new turboturd. :P
