Likely the second.  Aside from DMT and salvia, most hallucenagens are destroyed by the temperatures needed to smoke it.  Also, pretty much any real drug is more expensive than weed.  Its just not economically feasible to lace weed.

i suppose letting your kid sleep in a drawer should land you in jail too...?
