My friend has a neon, its a early 90's model. For some reason its fucking up. When you turn engine on it will run and idle for about 10-20 seconds and then automatically cut off, or if you tap the throttle while its idling it will die too. It takes a few cranks for it to even begin to fire up and start. There are no check engine lights going. What the fuck is it? Im thinking it may be a clogged fuel filter or a fucked up fuel pump.

Be happy that old of a neon ran for as long as it did. Sell it to the scrap metal place for 200 bucks and go buy a 89 civic from a mexican in east oakland.

Wow I alsmot forgot about that. I had a Sundance that was a heaping pile. Only fun I could have with it was launching it off loading ramps and neutral drops around tight corners.
Sounds like fuel is the issue. Obviously you know if you get no flow from your fuel pump, it has just enough to start up. If you have a massive air leak after the MAF (or a bad MAF), if will also be starved for fuel.

FYI, I've seen dodges have a bad map sensor and it not store a code.

I put a new fuel pump in it, a new fuel filter, it has plenty of fuel pressure now, it has new spark plugs and there is spark, the compression was a solid 180 across, there is no MAF on this car, only a map sensor. When i crank it, it just turns over and it'll pop and maybe fire a cylinder here or there but will not run, not even for a short moment like it did before. I jumped it using another car and it stil does the same thing. I tried doing the key turn thing to check codes and no CEL comes on, the CEL doesnt even come on while trying to start the car? WTF man, there is compression, spark, and fuel. I even took the fuel rail off and watched the injectors squirt fuel, i took the spark plug out and stick it in the spark plug wire and watched it make spark, compression was solid across WHAT THE FUCK, FUCK YOU DIAMLER CHRYSLER FUCK YOU GM SHITS ALL OVER YOU AND RAPES YOUR CHILDREN.

Are the timing marks lined up?
It might have jumped time.

before i did the fuel pump, when sometimes it would turn on and idle for a moment, it had a normal idle, when it jumps a tooth doesn't it usually surge?

It depends on how far it jumped.
Try picking up another map from the JY for it.
They go bad a lot without throwing codes.

try a known good crank sensor, crank sensor can fail and throw no code, usually they crack inside the block, looks fine from outisde

180 psi is 9.5:1 CR compression, without mechanical timing being off.
Sir, was the spark yellow or blue? Have you changed the plugs yet?

these plugs are new, although they look like they got a bit fouled from being cranked so much, i cleaned them off with a brush to no avail

Im pretty sure the standard operating proceedure for dealing with a broke down neon from the nineties is to take it to the scrap yard and tell them their scale is off a couple hundred pounds

i agree, i had alot of issues with my neon and this.

Now that I do a quick google, bad ecu's aren't uncommon for neons. However, sounds like a bad ecu will not activate the fuel pump either - and you seem to have fuel. BTW my beater del sol is having a weird issue where it sometimes won't PRIME the pump, but will power it while you crank or while the engine runs. Basicly I have to crank 3x longer and hold the pedal down. In my case it's probably a bad main relay.
I'll also assume you checked for spark with a inline light, timing gun, or the old skool remove-a-plug way. A dying coil can fire through air but not compressed/fueled air, or only through a reduced plug gap.
I usually say this regardless of someone's engine knowledge - on a basic level, an engine needs fuel, spark, & compression. Advanced, it needs that all in the right amounts or at the right time. If you've checked you have all that stuff, the next step is to find out how much & when you're getting it. BTW ether starting fluid works great since it evaporates much faster than gas, much harder to flood with it.

I did the old skool remove a plug way, i'll check the timing and i think you may be right about the coil, maybe its not strong e nough because it seems to have everything it needs...
