turn the key on the speedo sits at 20ish and when you turn the key on to off it flips a little and goes to zero. the vss connector is clean and greased, grounds are there and clean. but sometimes it doesnt do it.. wtf?
i just want come input before i buy a cluster i dont need.
wish i had some pornz for ya but im at work.

It's the speedo. Same thing happens on my GFs accord. If the VSS was bad you would get a CEL. Stuck at 20 mph is a telltale sign of the speedo. You don't need to replace the whole cluster, the speedo part is just held in by a few screws and easily comes out.

does the vss just stay at 20 or does it rise like normal when you drive? did the needle ever get moved? such as if you put white face gauges other mexi shit? you can check the vss by back probing it check for 5v a ground then pull it out and spin it you should see 4 pulses

okay great haha well no its never been taken out its just taking a shit but today it worked just fine should i pull it apart and just look at it for anything visable or is it just plain fucked?

could be a bunch of stuff only issue is that when you pull the spedo units it includes the odo not really a problem if you dont care just hunt the junk yard for one with less miles haha but its pretty easy to swap just pull the cluster pop the clear plastic off carefully pull off the speedo needle and the black plastic layer then just a couple screws and a connection and the unit comes out replace re assemble but leave the glass off plug it into the car turn the key on with out the needle then carefully put the needle on at 0 put glass back on and your good to go.
