Hackjob wiring ?

I'm not quite sure what the hell this thing is, but it looks like shit, and was cut previously.  Anyone know?  The black box was mounted under the passenger seat, with a wire running to an antenna on the hatch glass, and also connected to the wiring mess shown in the first picture. And is it safe to start removing all that wiring ( wires scare me).
