gm 3 bar not working correctly

I got this 3 bar map http://www.auberins.com/index.php?main_page=product_info&cPath=5_23&products_id=122 It is supposed to be the same as the GM12223861
I spliced it into the factory wiring and I get the correct 5v signal but the map signal with key on engine off is 4.11V not the 1.6V I should get... but when I plug in the factor map i get a correct 2.85V (# of top of my head). So the ecu reads 24 psi with the engine off.....

So any input on if the map is messed up or the wrong one or ??

They always read correctly for me, I've used many of them.  Double check wiring

I have wiring as such:
                 Stock harness         3bar
ground       green/white    --->   A
map sig.     white               --->  B
5v              yellow/red        --->  C
