Seriously, someone had to guess that could happen. Fuck if toddlers are required to have helmets for their tricycles now, you'd think a +90mph track with a row of columns 24" from it would require a little bit more. My only guess is that the lead architect was a big WRC fan..."Screw fences, people want to get close". At least he passed doing something bad-ass, not like most other darwin-award winners.
