You can't get peoples names anymore in the 90's or something like that some fan got some chicks name and address from her license plate and murdered her so now its illegal.

You will have to find someone that knows someone in the Wa DOL to get the information you need i think.

Then again there are some crafty fuckers on here, so who knows.

Where I live you can call the police and give them the license plate #.

Tell them what happened or tell them that you saw the guy driving reckless, drunk, or use of extremely excessive speed. And they will investigate.

You usually call asap after it happens for best results.

Or if you see the guy again follow him to his place of residence and search by address for his name. ;D

Private Investigators have the ability to do DMV lookups. Many will do it for you for a fee.
