If you have a beater, rub it against a pole real good, add some paint that matches that guy's car, and call in a hit&run. You have his plates I'd assume, then just say someone left an annonymous note and it happened over night. That leaves the guy with a wide window to have an aliby, and "I was sleeping" is an instant red flag to a cop. It also gives you plausable deniability if he says it didn't happen.
