I have seen one in action a few times, seems worthless to me. The trans still destroyed gears.

Ive used them,  my current trans has a one. My trans also has racer steve treated gears.  Id do both again.

Im inclined to think the heat treat helps more. But I have no proof either actually  does anything.

The cuff works if you do the FEA, and I'm certain it works in reality.

However, there's a lot of shit taking place in the real world.   You don't drop a cuff in and toss everything back together and expect shit to take it.  Going FAR looser than spec on input shaft thrust clearances, reinforced cases, ad nauseam.  Firm up how the main and counter shafts are located and everything supporting both front cover and cuff ends has to work harder.

Best budget build is loose input shaft with blocking rings removed, consider cutting every other dog tooth from the gears and lightly filing the remaining ones so that there's less meshing and more compliance upon shifts, similar to what an actual dog box does.  We didn't get it perfectly right, but went from flattening a blocking ring or catching a gear every 1.5 times at the track to the gearbox holding together for 14 events before catching third.

that is the most interesting thing I have read in a long time.  Is this a common practice?

No.  You have to be a little aggressive with shifts, and it barely grinds.  Sort of a 1/5th strength dog box.

I dont like the IS being too loose. When yo say that, are you talking just taking the non beveled washer out or something thereabouts?
