It was planned perfectly to the military. Only inform half of the people of whats going on. <- anyone in the military will laugh at that comment.

While true, the greater internet ascribed monkey attributes to Bush far more than I've seen for Obama, which is entirely appropriate given his borderline grades in college, and the idiot things he said.
