Making a front bumper?

This is what I am starting with - it has worked fine for about a year, but since I am de niggering the rest of the car, I might as well take care of this too. Anyone have cheap ideas? Right now its home boy depot gutter mesh and garden edging. The bumped had to be hacked up (barely fits as is) because A/C was kept (and will one day work again).

As far as bumper...I don't really see a way to make that flow with the rest of the car. Nice car, don't ruin it stuffing a big ass i/c and then hacking shit up. Make the parts fit the car, not the car fit the parts.
